Article IV — Rosters & Keepers

§1. Each franchise may keep up to two players. A keeper costs the draft pick one round ahead of where he was last drafted.

§2. Undrafted keepers cost a 10th-round pick in year one.

§3. IR slots are limited to players with an official Out or IR designation.

No — Article IV, §3 limits IR slots to players with an official Out or IR designation. Questionable doesn't qualify, so he'd have to ride your bench.
